MinGW runtime licensing
***********************

According to <http://mingw.org/license>, the MinGW runtime is in the
public domain. However, this is contradicted by the source package
mingwrt-3.17-mingw32-src.tar.gz containing copyrighted files that
evidently end up in the final runtime in compiled form. Therefore it
seems at least prudent (and probably required) to include the following
notices.

The Windows binaries in TeX Live compiled against the mingw runtime are
xz, xzdec, xindy, the lcdf-typetools utilities, and jbig2.

The below is a copy of the mingw-w64 runtime notice. We hope/believe
that is a superset of the required notices for mingw.
http://mingw-w64.svn.sourceforge.net/viewvc/mingw-w64/trunk/COPYING.MinGW-w64-runtime/

The first section here is clearly about mingw-64 and not mingw and so is
irrelevant to mingw as stated, but we leave it as their presumed
statement of intent.

If the mingw maintainers create a definitive file for runtime notices,
we will more than happily use it!

FIXME: Cephes math lib
Copyright (C) 1984-1998 Stephen L. Moshier

It sounds vague, but as to be found at
<http://lists.debian.org/debian-legal/2004/12/msg00295.html>, it gives an
impression that the author could be willing to give an explicit
permission to distribute those files e.g. under a BSD style license. So
probably there is no problem here, although it could be good to get a
permission from the author and then add a license into the Cephes files
in MinGW runtime. At least on follow-up it is marked that debian sees the
version a-like BSD one. As MinGW.org (where those cephes parts are coming
from) distributes them now over 6 years, it should be fine.
