    5 To the best of our knowledge, all software in the TeX Live distribution
    6 is freely redistributable (libre, that is, not necessarily gratis),
    7 within the Free Software Foundation's definition and the Debian Free
    8 Software Guidelines.  Where the two conflict, we generally follow the
    9 FSF.  If you find any non-free files included, please contact us
   10 (references given at the end).

   12 That said, TeX Live has neither a single copyright holder nor a single
   13 license covering its entire contents, since it is a collection of many
   14 independent packages.  Therefore, you may copy, modify, and/or
   15 redistribute software from TeX Live only if you comply with the
   16 requirements placed thereon by the owners of the respective packages.

   18 To most easily learn these requirements, we suggest checking the TeX
   19 Catalogue at: https://ctan.org/tex-archive/help/Catalogue/ (or any
   20 CTAN mirror).  Of course the legal statements within the packages
   21 themselves are the final authority.

   23 In some cases, TeX Live is distributed with a snapshot of the CTAN
   24 archive, which is entirely independent of and separable from TeX Live
   25 itself.  (The TeX Collection DVD is one example of this.)  Please be
   26 aware that the CTAN snapshot contains many files which are *not* freely
   27 redistributable; see LICENSE.CTAN for more information.

   29 To state explicitly what is implied by the above: Because TeX Live is
   30 free software, there is no warranty; not even for MERCHANTABILITY or

   34 GUIDELINES FOR REDISTRIBUTION:

   36 In general, you may redistribute TeX Live, with or without modification,
   37 for profit or not, according to the usual free software tenets.  Here
   38 are some general guidelines for doing so:

   40 - If you make any changes to the TeX Live distribution or any
   41 package it contains, besides complying with any licensing requirements,
   42 you must prominently mention such changes in your modified distribution
   43 so that users do not take your work for ours, and know to contact you,
   44 not us, in case of questions or problems.  A new top-level file
   45 README.<yourwork> is a good place to describe the general situation.

   47 - Especially (but not necessarily) if changes or additions are made, we
   48 recommend a clearly different title, such as "<your work> DVD, based on
   49 TeX Live YYYY", where YYYY is the release year of TeX Live you are
   50 using.  This credits both our work and yours.

   52 - You absolutely may *not* place your own copyright on the entire
   53 distribution, since it is not your work.  Statements such as "all rights
   54 reserved" and "may not be reproduced" are especially reprehensible,
   55 since they are antithetical to the free software principles under which
   56 TeX Live is produced.

   58 - You may use any cover or media label designs that you wish.  Such
   59 packaging and marketing details are not covered by any TeX Live license.

   64    user groups, and encouraging the user/reader to join their user group

   92 Finally, we have been asked what license to use for new work.  To be
   93 considered for inclusion on TeX Live, a package must use a free software
   94 license, such as the LaTeX Project Public License, the GNU General
   95 Public License, the modified BSD license, etc.  (Please use an existing
   96 license instead of making up your own.)  Furthermore, all sources must
   97 be available, including for documentation files.  Please see
